Give error when system times out and documentation does not load completely.

According to the explanation I received from UHIN customer service: Currently we are getting many attachment submissions that we are unable to load into our system because MYUHIN timed out when the provider was uploading their documentation. Apparently the provider does not know the system timed out and they submit the attachment anyway. This disrupts business because we have to reject the submission and ask the provider to re-send. If the provider was given an error when the system timed out, so they know their documentation did not fully load, they would have the opportunity to fix it up front.
